shutdown
And get an message saying it cannot proceed because shutdown is inhibited, you can do:
systemctl -i poweroff
to override that. ------ Runing:
systemd-inhibited
will show what is doing the inhibiting. For me it was a normal Gnome login. So logging out would have removed those inhibits - but, of course, you cannot use the command line when you're logged out.
