Q. Its now January, when I view the time on a file (using Explorer) from August its off by an hour.
What's wrong?

A. Daylight savings was in effect back in August.  It seems Windows (at least
Windows 2000) doesn't take this into account.  File times are stored in GMT
which doesn't have daylight savings -- its up to the program displaying the
file time to correctly convert the time.
